Deputy City Manager Cheryl De Leon

Cheryl De Leon serves as Deputy City Manager over Airport, Audit Services, Budget, Communications and Marketing, Downtown, Community Services, Finance/ Human Resources, Information Technology, Library, Parks Arts and Recreation.

De Leon holds a bachelor’s degree in economics from the University of Texas at San Antonio and a master’s degree in business administration from Kennesaw State University in Georgia. She began her career at HEB Grocery where she worked in the employee management training program experiencing work in every job at the grocery store. She later served as assistant store director at multiple stores. After five years at HEB, she was hired by Deloitte Consulting where she assisted with business implementation at various businesses including Bloomingdale’s, State Farm, Polo Ralph Lauren and Washington Gas.

In 2001, she began working for the City of San Antonio, and moved to the City of Round Rock in 2003 where she was in Budget and became the Finance Director. She served as Deputy City Manager for the Town of Addison for four years, where she received a Rising Star award from the Addison Chamber of Commerce. In 2018, she was named City of Grand Prairie Parks, Arts and Recreation Director, and in 2020 she was named Deputy City Manager.
